Report / Dashboard / Metrics - to show capacity VS commitment

Hi all,

This question is from the background of the Project Manager (not scrum master).

The person wish to see the report (using the JIRA tool) as below.

What is my current team's capacity ?

How much capacity has been committed (for the sprint in progress)

How much capacity is remaining ? (so that , we can add OR remove a  story / bug in the sprint)

In a nutshell the PM wish to ensure the capacity utilization is near to 100%. (does not fall below 90% and does not exceed 110%) 

The PM also wish to add this report in his weekly report

In addition, the PM also wants to see the report of "available capacity" before the sprint planning.

Then make the planning for sprint using the the capacity VS estimates. This report should be transparent and visible to the Dev team, so that - during planning - they can adjust the "in scope stories or issues" 

So the question is :

Is there any "Report / Dashboard /"  in the JIRA software to show the above statistics?
