Report or download of all data in JIRA instance to load to another DB

Is there a method to build an automated report or automated out bound file from the JIRA instance of all data that could be loaded to another DB for further analysis?

From JIRA OnDemand, you can pull out data using REST Api and load into which ever database you need. Use some intelligent filters to take only the issues which are changed after the last fetch.
