The best option to display the percentage of resolved tickets by each assignee/member would be the dashboard gadgets Issue statistics or Two dimensional filter statistics, however, the first option only has a single dimension (Assignee or status), while the second one displays the number of issues and not the percentage - There is a feature request to consider the percentage option in the future releases.
For now here are the options we have to achieve your goal:
The creation date and any other details of the tickets can be properly selected in the JQL filter by using the operators and fields suggested on this page.
