When creating a new issue, reporter field has a number auto populated when usually it has users.
One can change it by knowing the user ID.

Sorry to hear you are facing this problem.
The code you are seeing is added to the user picker fields in order to protect the user privacy due to the General Data Protection Regulation (GDPR) implemented in JIRA.
Usually, this code is used when you face one of the scenarios below:
1 - The reporter of the issue has opted to keep the visibility of his name not public. You can check the documentation below to properly solve it (If you are the manager of his account) or provide him with the instructions to change it (If he is the manager of his account):

2 - The reporter of the issue is a service desk customer. In this case, the QM code will appear every time you use an auto-complete field. We realize that while this format protects customer privacy, but it's not ideal for readability so we're working to bring you a more user-friendly solution in the future as you can see in the article below:
- Portal-only customers have a randomly-generated username
If none of the scenarios above is the one that you are facing, please provide us the following information:
- The code appears for you only when you are searching for the reporter or it keeps displaying even after you selected it?
- Is this behavior happening for all users or just for some?
- Since when this problem is happening? Have integrated your instance with an external AD or performed any change that can be causing this?

I am getting this when SOME of my SD agents are creating a ticket. For others its fine.
They arent able to change the reporter even though they have modify reporter permissions.
please help???
