Reporter is automatically changed when moving issues

Moving Jira from the planning project to the scrum project, in some cases, the reporter is being changed to instead of retaining the original reporter. This is causing problems with other Jira users not being able to edit or update sub-task attached to the parent.

Check if there is any post-function in create issue to change the Reporter in the target move project. Also check if the existing Reporter has the create issue permission in the target move project.
