My Licensed users are not getting " Issue Created " notification when they create a ticket through mail.
When they create a ticket internally,They are getting a " Issue Created " notification.
Checked in Notification Helper, It says that User status is Ok for Issue Created Notification,But not getting notification.

If that is the case, check your Service Desk -> project settings -> customer notification
Or if you want a specific group or just one person to receive a notification when the issue (service desk request) is created then check your project -> settings -> notification scheme
