Reporting of effort spent by individuals on issues?

Hi, Managers want to be able to see how much time/effort is spent by each user on each issue. What is the simpliest way to do this?

We use the plug-in time.on for developers to track their time. I think the newest version of JIRA may have this built in. We use Time Tracking and Billing Reporting Collection for reporting.

We are using On Demand so don't think we can use this plugin, is there any other way? thanks
