Request for Additional Administrator Support

One thing that you could consider is contacting one of Atlassian's partners, most of them have services that can help you with administration. Check out https://www.atlassian.com/partners for a list of partners that could help you. In the past I have worked with Adaptavist for services like this.

Atlassian can't help you much here, as they are not outsourcing their staff. You should add another administrator instead.
