Request for the clarification regarding the permissions to perform okta configuration in Cloud JIRA

1. Who has the rights of an organization administrator in order to do the okta configuration in  JIRA cloud.
2. What is the expected user rights to add new instance to the Atlassian Cloud.
3. If we have the site admin rights for one instance, can we be considered Atlassian group admin also ?
