Is it possible to require a specific user to approve a due date change and also create a report for filter for this?
I see a lot of developers changing their due dates without heads-up from project managers thus creating confusions among deadlines. Project managers need to check activity log to validate these confusions.

You can try to set Jira automation to receive an email every time when someone changes the task’s due date without notice. Check out example 5 here: Jira Automation rules for due dates [5 examples]
For reporting purposes, you can try to review all due date changes in one place with Issue History for the Jira app. You can add any issue field to the table columns and see when it was changed and by which user.

You can restrict setting the Due Date with the "Schedule issue" permission. If you grant that to a Project Manager role but not to the Developer role (if they are already in different project roles), Developer won't be able to set the Due Date.
With Automation you can check for changes in that field and notify the project manager if it is updated/set by a Developer. In this case it also would be a good idea to have seperate project roles that you can use in the rule rather than using person's names. Team members will change, project roles not so much.
With ScriptRunner you can change fields' behaviours as well but that is a 3rd party App.
