Resource Capacity planning and Demad Forecasting in JIRA

Hi All,

I have a requirement to get reports from JIRA which will provide below items.

1.Plan/View task allocation(Availability & Allocated Hours) of all the resource we have, Means also for users outside of JIRA. We also want to pull user's employee ID/Other fields to report which is not a part of JIRA fields.

2.Report should have capability to forecast future staffing need, Means for a project if availability of resource is going on negative it should reflect the need of allocating a resource to that project.

Can Jira offer the above ability if so which plugin best suites the needs. Again adding fields and emp ids from outside of JIRA is a important functionality for us. Please suggest me where i should look for the above requirement.
