I am trying to make a report on Dashboard to show members (across multiple projects) who has no task/sub-task assigned to with status (in progress).
Kindly suggest a solution.

A rather crude, brute force approach is to create a separate filter for each member of the team, and then create a dashboard with a filter results gadget for each of these filters. Then you'll see which team members have no assigned tickets.
Hopefully someone has a better way of doing this.
Jira doesn't show data that doesn't exist, so most gadgets won't give you negative information. There's no way to search for "person has nothing assigned" because there is no data to search for!

The second best option I can come up with is a combination of a text gadget with a list of the team members, next to a a "filter statistics" gadget which reports on "resolution is empty" and groups by assignee. This would list everyone who does have open issues assigned to them (and how many) so you could compare it with the listed team members.

This will show In Progress issues which are not assigned. The problem that @asha_somashekar is trying to solve is which users have no issues assigned to them, which is not as straightforward.
