Rest API GET Project call Returning No Data

When making the GET /rest/api/2/project call from within an integration partner's software that is hosted in the cloud, authenticating with a bearer token that has full Admin rights, we get a 200 but no data back. We've added IPs to both sides and the connection is working. Other calls also work.

I can make the call call from Postman with the same token and it returns data. Why would Jira return a 200 but no data for all projects when projects exist?

We are hosted in AWS(not Atlassian cloud).
