It depends whether you are talking about company managed or team managed projects. In a company managed project, configuring a board can only be done by the board administrator and your jira administrator(s). In that case, all you have to do is make sure your project admins are no longer board admins (configure that from board settings > general). Jira administrators will always be able to modify the board configuration.
In team managed projects, there is no separate permission for boards. Your administrators will be able to modify most settings in your project.
