is there a way we can restrict users to edit only assigned tickets in jira?
they are assignee to the ticket and can edit fields for that ticket only, if they are not assignee they should not be able view or edit other tickets in same project.
Any idea how we can do that?

Edit Permission can be restricted by permission scheme.
You just need to give Edit Issue Permission to the Current Assignee of the issue. and
To restrict user from view - this can be done through Issue Security
When issue is been created then you need to apply that issue security to that issue on Post function.

Issue security should work for you in this case.
The trick would be to move all issues to an issue security group where the one user is not part of - and only moving issues he is supposed to see to the issue security group where he is part of.
I recommend checking this documentation to understand the steps to add the issue security. It is server documentation, but you can apply the same principles to the cloud.
