Restrict ticket entering in a project

We have multiple projects in our Jira instance (15+). Is there a way to limit the ability to enter tickets into particular projects? We want to control tickets to be entered by (20+ users) in only one project.

Yes, you can restrict users via group membership / project role. See https://confluence.atlassian.com/display/JIRA/Managing+Project+Permissions
