Restrict user to only tag a limited list of users

Can a user be restricted to only tag a limited list of users?

Example: Jose can only tag the following users: Julia, Maria and Gabriel

Welcome to the Atlassian community.

With the native functionality, no, there is no way to limit who one user can select when using the "mention" functionality.
