I have several members in my administrators groups but I would like to limit the ability to create new projects to two individual users. Is this possible?
Creating projects is part of the "Administer Projects" permission, which in turn is part of the JIRA Administrators permission under the Global Permissions. If you want users to be capable of administrating a particular project, but not administer projects in general, you can configure this under the project permissions by adding these users to the appropriate permissions, and remove them from the administrators group.
