I don't want my users being able to export ANYTHING. I am not seeing an obvious place where I can set restrictions. Currently they are able to export tasks as well as list from the Search for Issues screen. Thank you!

You can disable the export feature for end users by adding CSS in the announcement banner as detailed in this article:
