sorry if this question is kind of a duplicate, I'm just not 100% sure in this issue after reading what i've found.
So we've got a lot of trusted users that are automatically put into the administrator (not jira-admin) group. We wanted to leave it that way, so everyone can make their own projects for their teams.
Now it seems that users with this permission are not only able to create their own projects, but also to change the project categorie of any other project, wether they're added to any roles in them or not.
AFAIK I cannot modify the admin rights.
Am I right in that when I want users to be able to create projects, I have to accept that they could mess with other project's categories as well?
If not, what can I do to restrict this?

Only users with Jira admin permissions can create projects in Jira, hence your users do have admin rights as they are able to create Jira projects.
Also, the same Jira admin permissions are required to add/modify project categories for projects.
Hence if users have admin rights to create project then they also have rights to modify project categories
