Background:
We have a restriction such that, if the test case is at New, Cancelled, Obsolete or Rejected state it can not be executed.
Issue:
The test cases at above mentioned state can still be added to test execution while creating /editing the test execution object.
We use script runner. Can we have a behaviour through which we can restrict users to add these non executable test cases to test execution while creation / edition.
These non executable test cases will not get added when added using 'Add Tests' option in test execution. We want same restriction at creation and edition operation of test execution.

Are you using some Test management app from marketplace? If so, which one?
Unfortunatelly it is not clear, what you are doing, there can be different implementation of test management.

We want to restrict the addition of new test case to test execution, while creating test execution object (Create > Test Execution details > Test) or while editing the execution. (Edit > Test Execution details > Test)

Are you using some Test management app from marketplace (Xray, Zephyr, TestFLO, QMetry, ...)?
Can you please at least share some screenshots? It could help to identify the app. Thank you.
