our developers, they aren't folloving the rules of creating and naming the tasks in Jira.
is it possible to create a rule or something so that the task couldn't be created, if it is not named by strict parameters defined.
for example: Task name (DATE, PROJECT NAME, TASK NAME)

You can use validators in the workflow. This way, you can use an rule to not create and transition the issue to the "Open" status, for example, in case the field is not set in the way you want.
