I am looking for a way to run the function that is available in:
System -> External System Import -> CSV
in an automated way.
Can anybody point me to a way how I can achieve this?

Up to now I did not find a function in Jira's Developer Community page, that you reference, that allows to call the "External System Import" (CSV) as function.
Could you please point me this function if it is available for import at all.
Background is that we have the need to keep two projects in different Jira instances exactly the same, including the issue key, what seems to be only possible with the "External System Import" (CSV) as you could update issues with this and also create new issues with a given issue-key.
These projects are used as kind of Master data for Customer Names and for reporting purposes the issue key of a customer need to be identically on both projects
