I'm looking to create a report with SLA statistics that can be controlled by a rich Filter or similar. My aim is to monitor tickets that have either breached or met their SLAs.
Is anyone familiar with a tool or plug-in that provides this capability for Jira Cloud Premium without JSM?

Yes, with our Great Gadgets app you can track the SLA without JSM, in various ways.
Control Chart - this displays the issue by their SLA (time between workflow states, configurable). You have the option to set a threshold, so that the chart can highlight the issues that breached the SLA.
Histogram Chart - display the issues by their SLA, showing how many breached the SLA
Trend Chart - indicates the SLA for past time intervals along with the trend line to see if you teams improves their SLA over time.
These gadgets are based on Jira filters and do not use specific JSM fields. All of them can also display a Data tab, showing the chart data, which you can easily export in CSV.
This app offers many other gadgets that you will find useful. Just have a look over our blog to make an idea.

You have a couple of options. JSM has reports that allow you to create one that shows you SLAs met vs breached over a period of time. There are also apps that can do this for you, we are using Custom charts for Jira to create dashboards that shows us met vs breached SLAs, but you could do the same thing with the other custom chart apps on the Marketplace.
