We need to edit SLA for project:

We need to pause time counting while due date is not passed. Problem is that we have around 700 projects and we need to do it for all of them. Is there a way to add this time pausingg to all projects?

SLA's are project specific so you'll have to define it for each project I'm afraid.

700 (JSM) projects tho, that sounds excessieve by any means.
