Screen tab behavior

[TECS JIRA Admin]

I'm in the process of designing a project for our company which is an Aerospace company.

We require ALL fields to appear on the digital form (containing data or not).  This includes tabs when using a tabbed interface. 

I've searched through the forums & plug-ins for any way to:

1. Control which tab is active as the issue progresses through the workflow.

2. Indicate (*) which fields are required on the active tab for a given transition.

Since I'm new to JIRA, there may be another way to solve my issues.
