Scroll bars on Component field don't seem to work

On The create issue (popup/dialog) screen, when the Components list is long enough to cause a scroll bar the bar cannot be used in Internet Explorer 8.

In IE 8 The right hand scroll bars do not work unless you double click which is wrong.

In IE 9, the scroll bar simply disappears when you click on it.

This means you cannot scroll using the click and drag or using the arrow buttons on the scroll bar.

We are running into this issue with IE 8.0.7601.17514 running against JIRA 5.1.2#773. It works fine in Chrome 24.0.1312.52.

You have to double click (hold the second click) to be about to hang onto the scroll bar. Or double click above or below to page up/down in the control.
