Scroll is not working when open any story/defect in JIRA on Chrome/Firefox browser.

I am not able to scroll down page when try to access any story/defect on Chrome/Firefox

version - Chrome(66.0.3359.181), Firefox(58.0.2), Windows -8.1. Jira Issue .JPG

To confirm, it also happens on the latest Chrome version, 67.0.3396.62 and latest Firefox 60.0.1? As you might already know we only support the latest stable version of those browsers.

Besides that, is there any error in the page itself, or only in the console? Does this occur on other devices as well?
