What value should you choose for the jira kanban WIP limits ?

Depends how big the team is. A good start might be 1 issue in the "In progress" column per team member. That way team members can only show that they are actively working on one item at a time. Then, have a blocked status where they can put issues that they run into roadblocks on. Do not put a WIP limit on the blocked status.
