Hello all,
Is there a way I can see a filtered list of all issues that fall within the scope of a cross-project release? I'm hoping there might be JQL for this, but I can't seem to find any.
The closest way I can see is by clicking "view in Roadmap" from the releases page, but from the view given I'm unable to export/bulk edit etc. as I would be able to do from a search view.

Short answer: not yet, as described in the documentation the cross-project release is not stored with the issues: https://support.atlassian.com/jira-software-cloud/docs/create-a-cross-project-release-in-advanced-roadmaps/
There are several suggestions to add this feature, which you may watch/vote for:
Your work-around could be to make a filter which checks all the releases you added in Advanced Roadmaps: fixVersion IN (A, B, C)

Another interesting option might be our Jira cloud app Version Sync for Jira.
It is possible to sync versions between Jira projects with our app.
We also offer a releases overview across synced projects.

Trust you are well.
In Release Management & Roadmaps App we are developing ... we have an entity for cross-project releases (that we call packages) with own workflow. The App allows to view and manipulate all the issues from different projects belonging to cross-project release/package.
You might want to try it out.
