You can try creating separate tabs on Screen as well to hold the fields and Tab can be named as you like. Having all user fields in one and info fields in one, etc.
Ex: People Tab - with Reporter, assignee, etc
Other Info (Tab)- Description, ...

There are different ways to do this, one would be with an app like ScriptRunner, using Behaviours to show, for example, different fields or sections, based on the type of issue or other variables. Otherwise, you can also modify the field configuration for the project to add some descriptions. It is not going to look as nice, but this is something you can do without an app. Here is the documentation in cloud but it works the same way in server https://support.atlassian.com/jira-cloud-administration/docs/specify-field-behavior/
