Unfortunately, both the password reset and the force login are features that can only be implemented for managed accounts, so you must have verified your domain in your Jira organization to make it happen.
This method works like this because all the user profile is centralized in a single Atlassian Cloud, which can be used to login in multiple Jira/Confluence sites. That being said, to make sure that those actions would not affect the login of sites that are not administered by your organization, the system must make sure you are the owner of those accounts.

In order to force a password reset it appears I need to register an organisation (most likely multiple) which then requires either adding a file to numerous web sites or making a change to the multiple DNS entries, which is a major faff. Is there not an easy way to do this?

At least as a stop gap I'd like to globally reset everyones remember me to force a login. However, the guidance online seems to be for JIRA Server not for JIRA cloud
