I would like to see the number of hours of work allocated per person per version in a project in JIRA. Is there a way I can do this without exporting the data and post-processing it?

The time tracking report indeed has per fixVersion statistics. Does that help?

Unfortunately it looks like these reports don't quite match up with what I'm looking for, as I can only see individual people or versions at a time. I'm looking for something like:

You could explore https://plugins.atlassian.com/plugin/details/6572 I am not sure whether Tempo directly supports the report you are looking for.
