Whenever cloning a issues, following fields must be empty in the cloned issue irrespective of the Field data in original ticket that is being cloned.

This is not possible with the out of the box Clone function. You can do that with the add-on Deep Clone. Another option is to setup an automation rule to clear the fields after the issue is created.
@Prabhu Chilukuri - You can accomplish this with automation. You can either recreate the clone process altogether with the desired fields copied over or create a rule that updates after the issue has been created:
