Is it possible to send @ mentions to groups in the internal JIRA directory that contain JIRA members?
Or do I have to create the group as a person in the internal JIRA directory?
That would be bad, because in this case every group would need an additional JIRA license.

what I have done in the past for a similar situation, I created a mailing list / group in an external mail environment (eg. Exchange Server, ...)
For this mail address I created one Jira account. Mentioning this "group account" informed all in the group.
I don't know a different solution. See also this old issue.

I have also created a JIRA account for the mail group.
The disadvantage is that many JIRA licenses are used unnecessarily for many mailgroups because each members also uses one license.
If there's no other solution, I'll have to live with it.

that's the concept of Jira. It works strongly on that user count. Licenses for more users will cost more.
You can give the marketplace.atlassian.com a try. There could be a plugin, that help's, but for sure it will be commercial.
