Service Desk Customer Notifications - difference between Portal and Email

Hi,

Please can you advise - should customers be able to receive Customer Notifications (including the Customer Satisfaction email) regardless of how they logged the issue - ie  via email or Portal?

Currently, it seems that only issues that are logged via the Portal are receiving the Customer Notifications.
