Set default value for time tracking field(s)

Is there currently a way to set default values in the time tracking field(s) when a user creates an issue?  There are solutions in the community to set the values per post function once (after) the issue is created but we are looking for a default value to be set on the screen when a user generates the issue...before it is created.

it is possible in server. But there are several limitations in cloud and AFAIK these kind of "prefilling" functionalities are not supported.
