Set defaults for new projects

We create a lot of small projects and I want to set the default project type for any new projects. how do I ...

1. Set a default workflow scheme
2. Show all issue types
3. Show the assignee field on the create issue screen

At the moment I have to create a new project then set all these things manually, is there any way to set them automatically?

Not on Cloud.  Projects are created by templates, and you can't change or add project templates on Cloud, so you're a bit stuck.
