Set the property jira.issue.editable=false as a default on a status

We would like to set this property as a default value on our Reopen status. Right now, any time we create a workflow and add this status, we have to then edit the status and add the property.

Can this property be set against the status so that anytime the status is added to the workflow, the property is already set?

No. You will have to manually add it.
