According to many bugs on new Jira layout, that could be worked around by switching to old Jira layout, my company decided to change layout on old view globally - is this possible or every user need to do it locally?

Currently, the New Issue View must be disabled on the user's profile, so every user must disable, it's not possible to apply the change for everyone from an administrator account, for example.
If you are referring to the New Jira Experience, it's not possible to disable anymore and if the option is still available on your instance, soon it won't be possible to disable. Also, this option must be disabled on each profile.
