Setting a time alert on projects

Is it possible to set an alert that tells you when a project has reached a certain amount of hours/days in an allocated period of time?

Example. Client x only wants to spend 15 hours in the month of October. How can I set up an alert where I am made aware when it hits 14 hours for example?
