Hello @Tina 

There are multiple layers to the access 

First the users must have access to the instance and the Jira product.

Then they must have access to the specified project.

If you want to ensure the users don't have access to other projects on the instance you may have to modify the access and permissions settings on those projects to make them more restrictive.
