Setting filter permissions - search is broken?

I have a lot of filters and I want to open them up to others.

When I go to edit the the Permissions I select either user or group.  I type in a letter or soo and it only returns 4 entries

example: type "Jira" only returns the top 4 and scrolling does not work.

if I type "Jira Cloud" is does not find anything.

However if I know and type out the entire group name it finds it.
Example: "Jira Cloud Users"

All these find no group.

I also opened up a support request on it.

This is a know issue that has been open since Jul/2021.

I need to the the EXACT spelling, spaces, hyphens and all, plus I must type in 100% of the filter just to be able to select it.
I have been told there are no plans to fix it yet.  Really takes away the usability of groups.

I'll reluctantly mark this as Accept Answer, even though I don't agree with it.
