within JIRA itself there isn't a whole lot for portfolio management I'm afraid. I see you are on a Premium plan so you are in luck that you have the Advanced Roadmaps feature (formerly known as Portfolio for JIRA)

if you really want to be able to do scope management/forecasting/what if scenario's/... then you'll have to look towards an app to bring that functionality.

i'm not pushing any apps but I fear that if you want a proper PPM solution you'll have to look towards these extensions.
You can of course start with Advanced Roadmaps as that is already included in your plan.

Let me add just a few words about BigPicture Project Management & PPM. The tool can immensely increase your effectiveness and facilitate everyday work.
You can use the plugin to prepare your project schedule, visualize dependencies, track the execution, and generate reports by aggregating your task data. BigPicture allows group projects in Portfolios; therefore, you can plan, track and measure the progress not only on a single task level but also on a project/its phases or Portfolio level.
