Setting up a global assignment board

New to JIRA set-up, I am trying to set-up a view across all projects that shows what is assigned to which person and really not getting the results.

Hello,

First you would need to create a filter, which would show you required issues. Then you can use the Filter result gadget in your dashboard to view this filter.
