Setup Issue security level to work with the Request participants on JSM issues using Automation

Hello,

 I use issue security level in my JSM project (data center).

When I add a participant to the problem, the participant does not see the problem and the notification is not sent.

I am using the old version of Jira data center 4.20.13. I found automation for cloud,

but I could not integrate it into my own Jira. How can I create an automation related to this version?
