I create one issue type named ' shared' and all issues belong to this type can be seen by other users. I know we could create a custom field to share single issue to others, but is there any way to set for the issue type?

I'm confused, what makes you think the issue type has anything to do with sharing an issue with someone? (And what do you mean by "share"? Send them a URL for the issue view?)
