we want to share one project in Jira with our customer. The customer users should only be able to enter new issues and track the progress.
Is it possible to create accounts for that without reducing our license count? What is the best solution to achieve shared access to a project?
We are using the on-demand solution.

It sounds like what you need is an issue security scheme (http://confluence.atlassian.com/display/JIRA000/Configuring+Issue+Level+Security) to restrict what a customer can create and track progress of, but this would require an account for the customer and as license count is calculated based on the number of users that can log in to JIRA it would count against your license.
If creating an account for each indivual at the customer would reduce your license count too much do you have capacity within your current license to create a single account for the customer and have each individual use that one account? That way it allows the customer to create issues without allowing anonymous access and would only reduce your license count by one, but does make it more difficult to track which individuals have raised issues or commented on issues.
