Should I use jira cloud rest api or jira software cloud rest api?

My company wants to build a custom dashboard with project and user statistics, I know the marketplace provide some apps but for some reason they want to do a custom plugin.  So I started to make a research on how to create an app and I feel a little lost at this point since apparently you can use the follow:

• web app for jira cloud (using the rest api + any web library such react or jquery) source
• sofware app for jira cloud (also using the rest api + nodejs + attlasian-connect) source
• atlaskit (but it will be "disconnected" from jira cloud) 

Is something I am missing? At this point I don't clearly see the difference of using the cloud vs the software cloud packages.
