How can a user then display a breakdown of issues that includes the number currently in the backlog in, for example, a Dashboard Gadget?

As you can see, at sprint level, you can use Sprint Burndown Gadget and Sprint Health Gadget and thereis not a specific gadget for backlog.
My suggestion is to create your own filter (example : project=PROJECTKEY and Sprint is empty) and list the results in a gadget using Filter Results gadget.
